Amendment No. 8 to the Other Grants Guidelines 2006
Authority
Section 238-10 of the Higher
Education Support Act 2003 (the Act) provides that the Minister may make
guidelines for the purposes of the Act. In particular, item 8 of the table in
subsection 238-10(1) of the Act states that the Minister may make Other
Grants Guidelines so as to give effect to matters set out in part 2-3 of
the Act.
Subsection 41-15(1) of the
Act provides that the Other Grant Guidelines may specify one or more
programmes under which the grants for particular purposes specified in the
table in subsection 41-10(1) are to be paid. The table in subsection 41-10(1)
specifies the entities who are eligible for the various grants that may be made
under Part 2-3 of the Act, and the purpose for which each category of grant may
be made. The Workplace Productivity Programme is a programme under which
grants may be made for the purpose specified for item 2 of that table ("Item
2").
Background
The Other Grants
Guidelines 2006 were registered on 22 November 2006 (see F2006L03785) and
commenced on 23 November 2006. The guidelines are now being amended for the
eighth time.
Purpose and Effect
Chapter 2 of the Other
Grants Guidelines 2006 – Grants to Foster Workplace Productivity in
Higher Education, sets out the requirements for the administration of the
Workplace Productivity Programme. This amendment deletes Chapter 2 in its
entirety, with the effect of removing all references to the WPP.
Consultation
This amendment to the Other
Grants Guidelines 2006 is being made in accordance with the Government’s
election commitments. As the interests of
higher education providers will not be adversely affected by this amendment
(the amendment does not preclude other, non-WPP grants from being made for the
purpose of Item 2), consultation with the sector was not considered necessary.
Commencement
This amendment commences on
the day after the day on which it is registered on the Federal Register of
Legislative Instruments.
